The Indian Institute of Management-Ahmedabad (IIM-A), in an affidavit filed before the Supreme Court on Tuesday, has said that the unilateral decision of the Union ministry of human resources development regarding fees to be charged by IIMs does not seem to be a step in the right direction.
The affidavit, filed after the apex court served notices to the six IIMs on April 8, asking them to clarify their stand on the fee-cut issue, puts on record the IIM-A’s willingness to sort out the issue through a process of dialogue.
“We have not gone to the court proactively. The affidavit places our views on record in answer to the notice and not filing it would have limited our options. We are, however, not a party to the PIL,” said a source in the IIM-A.
The affidavit has three components - the Position Paper prepared by the faculty, the resolutions passed by the IIM-A Society and the Board of Governors recently, and the fact that the institute is in a process of dialogue with the ministry.
Dons feel that the affidavit clarifying the institute’s willingness for a dialogue will create an atmosphere that will help the process initiated by chairman NR Narayanamurthy during the board meeting here on April 3.
The affidavit said the fee-reduction order has to be seen not in isolation, but in the larger context of many other decisions by the ministry that threatened the autonomy of the institute.
It has also said that the notification on fee reduction “violates the time-honoured process of the fee being decided by the Board of Governors and that it is not necessary to reduce fees to make management education more affordable to the less well-to-do sections of the society.”
Meanwhile, the Indian Institute of Management-Calcutta faculty council filed an application before the Supreme Court, praying for an order impleading it as a respondent in the fee-cut case already pending before the apex court.

The International Institute for Management and Technology, Kolkata (IIMT Bengal) has selected 16 students for training a year in hotels in the UK and Malaysia. Employment placements in the second year is a course for its management of the hotel degrees. The Indian Institute of Management Calcutta (IIMC) has decided, the directive of Human Resources Development (HRD), Ministry of India and the government has decided to recommend a tax cut. The resolution was sent to the Director of the IIMC and all board members. In the resolution, IIMC administration, President YC Deveshwar said: “In view of a path for the government (the fee average) may be made in the belief that it is mandatory for ‘establishment and it is the domain of the Ministry of Human Resources Development in the image of policies on subsidies to education. “The government has assured that IIMC the financial consequences of the implementation of the order is entirely funded by the Government of India.

The special meeting of the Syndicate Cochin University of Science and Technology (Cusat) has ratified the detailed project report (DPR), on the model the Department of Human Resources Department (MHRD) for the adaptation of IIT Varsity.
The draft consolidated report, décanat of the Conference Committee, in consultation with the 27 departments of the Cusat has Rs 450 crore for hosting one of various development projects at the university.
The report has a massive restructuring of the engineer by training, through university. Under the restructuring of various departments, Thrikkakara Model Engineering College and Engineering College Pullinkunnu be grouped for services parallel to the university.

Cusat School of Marine Sciences is renewed as a School of Marine Sciences and Technology. The school was informed of new courses and laboratories. An amount of R 50 crore was on land set aside for the registration of any of these activities.

The Syndicate meeting also decided to put pressure on the government to obtain land for the establishment of the Institute. A director of planning are appointed for the implementation of liaison officers between the European Union and the Government of the State Government to obtain a Cusat ITI upgradation.
“The report of the State Education Department, government and the Ministry of Human Resources Development in a few weeks,” Cusat VC-PK Abdul Aziz said.

Krishna Kumar, director of the Indian Institute of Management, Kozhikode (IIM-K) inaugurated an international conference on `Reliability, statistics and related fields’ on the IIM-K campus near here today.
The conference, sponsored by the Ministry of Human Resources Development, Government of India, was meant to provide a platform for theoreticians and practitioners to interact and exchange theoretical developments in the area.
The thrust of the conference is on mathematical models in reliability, statistical analysis in reliability, system reliability, simulation modelling, quality management and case studies involving industrial applications.
Jayant V. Deshpande from the University of Pune spoke on `The proportional hazards model in reliability and nonparametric inference for the constant of proportionality’, Bikas K. Sinha from the Indian Statistical Institute, Kolkata, on `Inference for exponential mean based on broken samples’ and N. Unnikrishnan Nair, Department of Statistics of the Cochin University of Science and Technology (CUSAT), on `The aging patterns in a class of life distributions’.
Bovas Abraham, Institute for Improvement in Quality and Industry, University of Waterloo, Canada, spoke on `Implementation of statistics in business and industry’ and B.L.S. Prakasa Rao, University of Hyderabad, on `Nonparametric classes of lifetime distributions via binary associative operations’. S. Chakraborty, director, Jaipuria Institute of Management and S.P. Mukherjee from the University of Calcutta also spoke.

KOCHI: A Syndicate meeting of the Cochin University of Science and Technology (CUSAT) held here today approved the Detailed Project Report (DPR) for getting upgraded into the level of an Indian Institute of Technology (IIT).
The DPR has included developmental projects worth Rs.450 crores. An estimate Rs.175 crores has been earmarked for re-structuring engineering education on the campus. The School of Marine Sciences will be converted into School of Marine Sciences and Technology. A budget of Rs.50 crores has been earmarked for the development of School of Marine Sciences.
The science departments will receive Rs.45 crores, while the environmental sciences department will get Rs.7.5 crores.
The School of Legal Studies and School of Management Studies will be developed as part of the new initiative. The Department of Hindi will be re-named as Department of Indian Languages. The Department will offer academic programmes in South Indian languages. The Department of Cultural Heritage will be re-named as Department of English and Foreign Languages.
The DPR will be submitted to the Union Ministry of Human Resources Development, Chief Minister Oommen Chandy and Minister for Education E.T. Mohammed Basheer. The Syndicate urged the Government to extend all possible help in upgrading the university into the level of an IIT

Shri Kaw stressed the need to improve the quality of higher education and has proposed that 2002 should be observed for this purpose. He asked two pillars of an approach to strengthen training institutions and promotion of distance education. He proposed that each state could create an Open University. Unterstreichend, the need for better financial management, he educational institutions should increase their resources by streamlining the structure of fees and mobilization of resources through research, consultancy, foundations and former participants, while economic engagement in spending.
Taking floor on initiatives in recent years, the UGC-President, Mr. Hari Gautam, said the model curriculum in 32 subjects was prepared by an expert group would be the universities to form the basis for the revision of curriculum in higher education. The UGC is the identification of 30 universities of excellence in various disciplines for the promotion of quality education.

The Indian Institute of Management Kozhikode (IIM-K) has decided to revert to its old fee structure of 1.10 lakhs case per year for the academic year (2004-05), destined for Need-based financial support.

The meeting also decided that the IIM-K to launch an international exchange programme from this academic year (2004-05).
The secretary of the additional Union Ministry of Human Resources Development, Sudeep Banarjee, said the ministry, additional financial assistance requested that the IIMS.
“Now, where all IIMS took a decision (to withdraw extra edition), the ministry is also a formal way in this regard.”
