Thiruvananthapuram, April 23 - AS part of the efforts to promote small-scale industries in Kerala, the Directorate of Industries and Commerce is planning to establish “proficiency interface cells” in the State.
The scheme is an offshoot of the exercise to restructure the role of the directorate and the district industries centres (DICs) into that of service providers as envisioned in the Industrial Policy 2001. It aims at equipping the existing manpower of these agencies with the ability to provide enhanced levels of service and expertise.
According to officials in the Industries Department, the scheme involves creating core teams of technically qualified personnel having required competence and training in specialised areas. Also, they will have to be proficient in interacting with experts, consultants and entrepreneurs.
The team members will be armed with the knowledge resources required for projects promoting and rendering services in the respective areas assigned to them. For this, they will be given re-orientation exposure and training in new technologies, modern management and project monitoring techniques.
The teams will interact with existing and potential entrepreneurs as also with experts and consultants so as to promote projects proposed by them. And each team will maintain a management information system and collect statistics and other information necessary for evaluation of the ongoing activity.
The first step in establishing the “proficiency interface cells” will be to identify the areas where they can be set up with maximum effect. The areas will be those where sufficient expertise is not readily available and which offered maximum scope for intervention.
The department feels that food processing, Ayurveda and herbal products and plastics and rubber-based products provide the ideal platform to launch the cells in the first phase. The other potential areas identified are minerals and ceramic-based industries and light covering electrical engineering, electronics and automotive sectors.
The selection of the officials to be part of the cells will be carried out with the help of outside experts like the human resources professionals of Indian Institute of Management, Kozhikode, and other reputed organizations. With six members envisaged for each cell, the total number of personnel to be identified will be 30 for the five areas initially proposed.
The members will be given training in general management with adequate exposure to principles of marketing, finance, human resources development, organisational behaviour and industrial relations. These “capsule courses” are proposed to be designed and implemented by organisations such as IIM Kozhikode and Entrepreneurship Development Institute of India, Ahmedabad.
The officials noted that in the long term, these cells would be instrumental in spearheading the change in the role of the Industries Department into that of a facilitator. And this change, it was anticipated, would be the harbinger of a new industrial climate in Kerala ensuring flow of investments into the State, they said.
