The Fluor Corp. has signed a lease with the Irvine Co. for more than 169,000 sf of office space in the Discovery Business Center portion of the Irvine Spectrum. Jeffrey Osborn of Cushman & Wakefield tells GlobeSt.com that Fluor, a Fortune 500 company with annual revenues of $14.1 billion in 2006, will be expanding its Irvine office space by more than 100,000 sf.
Osborn was part of a Cushman & Wakefield team including Chris Bosley and Tom McDonald that represented the engineering giant, with the Irvine Co. represented in-house by Tom Greubel and Jeffrey Shaw. Fluor, which occupies 63,440 sf of space at 5211 California in the University Research Park near the University of California at Irvine, will move out of that 63,440 sf and into the 169,254 sf at the Irvine Spectrum this summer.
The Fluor division that occupies the University Research Park space and will be moving to Irvine Spectrum is its Energy & Chemical business unit. The units new space will be in three buildings at 15440 Laguna Canyon Rd., 15460 Laguna Canyon Rd. and 47 Discovery, near the intersection of the Santa Ana and San Diego freeways.

The Higher Learning Commission (HLC) of the North Central Association of Colleges and Schools has given approval to American Public University System (APUS) to enhance its associate degree programs. One Associate of Arts degree in General Studies, with multiple concentrations, has now been changed to several stand alone associate degrees in those fields. With HLC's approval of these changes, APUS may now award Federal Student Aid (FSA) funding under Title IV to students enrolled in the stand alone associate degree programs.
"These changes give more choices to APUS students," said Dr. Frank McCluskey, provost and executive vice president for APUS.

Raj Soin College of Business' Master of Business Administration (MBA) Weekend Program is expanding MBA offerings off-campus in the fall to become more aggressive in recruiting students for graduate programs.
The new Mason MBA Weekend Program will begin a cohort September 12 and 13 through a partnership with Sinclair Community College, who built the campus in Warren County.
These types of programs make obtaining a master's degree more accessible to those working in industry, said Robert Premus, Ph.D., Professor of Economics and Coordinator of South Dayton Programs.

PUNE: The Telecom Regulatory Authority of India (Trai) has proposed that the telecom sector should be made completely licence-free and that automatic access authorisation given irrespective of technology, at a minimum entry fee.
The regulator is expected to submit its recommendations to the Group of Ministers (GoM) on telecom in the coming week.
"Trai is proposing an automatic access authorisation process, which is technology neutral, in its recommendations to the GoM to be submitted in two-three days time", Pradip Baijal, chairman of Trai told mediapersons, on the sidelines of a national telecom seminar organised by the Symbiosis Institute of Telecom Management, Pune.

The government wants to see all academies sponsored by a university and a business partner under new plans set out today by the children, schools and families minister Ed Balls.
In a statement to the Commons, Mr Balls said the governments academy programme would be accelerated, with universities spearheading the next wave. He said he hoped that all universities would eventually become involved.
Universities, high performing colleges and schools will now be exempt from providing the minimum £2m sponsorship, as the programme expands to beyond the original 200 academies by 2010 to 400.
